The reconstruction of war-devastated areas in Latvia is occupying many hands and minds. Whole stretches of land laid waste by the scorching breath of the cannon have been carefully tended and cultivated afresh. The agrarian laws introduced by the new Republic have started many Lettish farmers on a fair footing, and the Government, realizing that agriculture is of paramount importance in the economic prosperity of the country, is giving them every possible assistance. The curious hay-turning implement wielded by some of the workers seen above is peculiarly Latvian and resembles a double-bladed oar
