Our leading story this week involves the Canadian Armed Forces in Latvia. Warrant Officer George Hohl, a Canadian soldier deployed with the NATO Multinational Brigade, has been reported missing since Tuesday, September 2, 2025. The Department of National Defence and Canadian Armed Forces confirmed an ongoing investigation and search efforts for Hohl, who is a vehicle technician from the 408 Tactical Helicopter Squadron based in Edmonton, and was deployed as part of the aviation battalion to the NATO Multinational Brigade in Latvia. He was last seen in the town of Adazi, Latvia. Latvian police forces are leading the investigation, supported by Canadian Forces Military Police and the NATO Multinational Brigade, which are actively conducting search operations using all available resources. Hohl's next of kin has been notified and is being provided with support. This disappearance occurs amidst reports that the Canadian battlegroup in Latvia, operating under Operation REASSURANCE, has been contending with critical and chronic shortages of spare parts for its vehicles. These supply chain issues and parts backlogs have regularly sidelined vehicles, impacting combat readiness during recent training exercises, and reportedly left over 150 personnel unable to participate, representing more than 30 percent of Canadian personnel in a drill. For instance, parts for German-manufactured Leopard 2A4 tanks must first be shipped to Canada before being sent back to Europe for use in Latvia.
On the border security front, Latvia is receiving aid from Finland, Estonia, and Lithuania to manage an increased influx of illegal migrants from Russian ally Belarus. This development echoes Finland's earlier decision to close its own border with Russia due to similar concerns, underscoring ongoing tensions and security challenges on the European Union's eastern flank. Finland's Border Guard agency announced it was sending a division to Latvia to support containing the flow of migrants. Complementing these efforts, Latvia has also implemented stricter entry requirements for foreigners without a visa or residence permit, including Ukrainian citizens, requiring an online questionnaire 48 hours before arrival to bolster national security and border control.
In a move to modernize its defense capabilities, Latvia is advancing its Unmanned Aerial Vehicle (UAV) sector with the inauguration of a national drone hub in Riga. This Autonomous Systems Competence Center will develop and integrate air, land, and sea drones, as well as counter-drone solutions, into the National Armed Forces. Furthermore, in a significant policy discussion, Latvia is considering plans to draft women into its military starting in 2028 as part of a broader military buildup.
Economically, Latvia's construction industry is poised for growth, with a projected 5.2% increase in 2025, fueled by substantial investments in transport, energy, electricity, and housing projects, including the Rail Baltica project. The 2025 national budget allocates billions towards economic activity, health, and education, though rising public debt and global economic uncertainty are noted challenges. The European Investment Bank has granted a 200 million Euro loan to modernize Latvia's electricity distribution network. This growth aligns with Latvia's ambitious environmental targets to reduce greenhouse gas emissions by 65% by 2030 and achieve climate neutrality by 2050.
However, the agricultural sector faces a severe challenge as Latvia has reported its eighth African Swine Fever (ASF) outbreak this year at the Baltic Pork farm in central Latvia. Over 23,300 pigs are slated for culling, and a quarantine zone has been established to contain the highly infectious virus, which poses a massive threat to the global pig industry.
On the international cooperation front, Latvia will host the Croatian Minister of Foreign and European Affairs, Gordan Grlić Radman, for discussions on bilateral ties, European security, and EU strategic imperatives, emphasizing the role of medium-sized EU member states. Separately, Latvia and Azerbaijan are expanding cooperation in healthcare and medical science, with Azerbaijan keen to learn from Latvia's advancements in digital healthcare and explore medical tourism opportunities. In the digital realm, Montenegro and Latvia are discussing joint projects in ICT, 5G infrastructure, digitalization, and cybersecurity, with Montenegro looking to leverage Latvia's recognized leadership in e-government.
In terms of national economic performance, Latvia's industrial output saw a 3.1% year-on-year increase in July 2025, with manufacturing growing by 10.8% and electricity and gas supply by 12.5%. Furthermore, Italy and Latvia have joined the "For Forest +" group of forest-rich EU member states, aiming to promote sustainable forest management and align on EU forest policy matters.
Moving to social and health news, the family of a Ghanaian undergraduate student, Nana Agyei Ahyia, who died in Latvia under unclear circumstances, has petitioned Ghana's Foreign Minister for a thorough and impartial investigation. Concerns have been raised regarding the Latvian police investigation, including a premature conclusion of suicide, lack of forensic evidence, and the release of suspects despite medical records confirming poisoning.
In public health, Latvia's Center for Disease Prevention and Control has urged high-risk groups to get vaccinated against Covid-19 due to a recent rise in infections, reflected in increased positive test rates and hospitalizations.
Finally, for our culinary enthusiasts, two award-winning chefs, Amir Gani and Jia Le Woh, celebrated Malaysia's National Day (August 31, 2025) by demonstrating how premium European ingredients, including Latvian dairy, can be incorporated into traditional Malaysian dishes. As part of the EU-funded "Premium European Products" campaign, the chefs showcased how Latvian milk can be used as a substitute for coconut milk in creamy recipes such as masak lemak, sayur lodeh↗, lemak cili api, masak putih, or traditional kuih↗ to achieve a smooth texture and balanced flavor while respecting local tastes.
